Heat oil in a pan, add finely chopped onion and fry until golden. Add the pepper cut into pieces and fry a bit.
Finally, add the minced meat and let it absorb. Add chili, tomatoes, salt and pepper and cover with water. Let it boil and add the pasta (small pasta, mini pasta or other) and cook on a low heat, covered with a lid. Mix occasionally.
Just before the end of cooking, sprinkle the top with basil and grated mozzarella and let it melt.
